工作實況：由巡查到月度報告
安全主任嘅工作節奏，由每日巡查開始。佢哋會巡吊運區、棚架、密閉空間同電力工序，檢查個人防護裝備、臨時設施同工作許可證，發現不安全行為即時糾正並記錄。除咗巡查，仲要主持安全會議、設計同帶領安全訓練、調查意外同撰寫報告，以及定期檢視安全計劃。規例要求佢按月向僱主提交報告，並喺必要時就安全管理制度提出建議。呢份工既要技術判斷，亦要溝通同談判技巧，因為要喺趕工壓力下說服前線同管理層重視安全。
入職關卡：附表資格同四年註冊
註冊係唔可以繞過嘅關卡。申請人須向勞工處處長提申請，並持有《工廠及工業經營（安全主任及安全督導員）規例》第三附表所列嘅其中一項附表資格，再配合所需年數嘅相關經驗；部分資格（如職安健證書或文憑）要求經驗之中，至少一年係喺取得學歷之後先累積。申請人要令處長信納其有資格、有能力、適合擔任。註冊有效期四年，續期或重新確認須完成不少於一百小時職安健持續專業發展。註冊亦按適用場所分級，地盤類要求嘅資格同船廠、貨櫃場略有不同。
行業實況同出路
安全主任主要受僱於大型承建商、專門承建商、公用事業同政府部門，亦有部分任職顧問公司。隨住大型基建、鐵路同樓宇工程持續，加上安全管理制度同職安健法例要求趨嚴，市場對註冊安全主任嘅需求穩定。晉升方面，可由安全主任做起，累積經驗後升任高級安全主任、安全經理，甚至帶領整個安全部門；亦可轉向顧問、培訓或審核工作。要留意，註冊並非一次過——每隔四年就要續期，期間仲要持續進修，先可以保住執業資格。

The job: from inspections to monthly reports
A safety officer's rhythm starts with daily inspections. They patrol lifting zones, scaffolding, confined spaces and electrical work, check personal protective equipment, temporary works and permits to work, and correct and record unsafe behaviour on the spot. Beyond inspections they chair safety meetings, design and deliver safety training, investigate accidents and write reports, and periodically review safety plans. The regulations require a monthly report to the proprietor and, where necessary, advice on the safety management system. The role needs technical judgement plus communication and negotiation skills, because the officer must persuade both frontline staff and management to value safety under schedule pressure.
The gate: scheduled qualifications and four-year registration
Registration cannot be bypassed. An applicant applies to the Commissioner for Labour and must hold one of the scheduled qualifications in the Third Schedule to the Factories and Industrial Undertakings (Safety Officers and Safety Supervisors) Regulations, together with the required years of relevant experience; for some qualifications (such as an occupational safety and health certificate or diploma) at least one year of that experience must be obtained after the academic qualification. The applicant must satisfy the Commissioner that he or she is qualified, competent and fit and proper. Registration runs for four years, and renewal or revalidation requires not less than 100 hours of continuing professional development. Registration is also graded by the class of workplace, with site requirements differing slightly from shipyards and container-handling workplaces.
Industry reality and pathways
Safety officers are mainly employed by major contractors, specialist contractors, utilities and government departments, with some in consultancies. With major infrastructure, railway and building works continuing, and with tightening safety-management systems and occupational safety and health legislation, demand for registered safety officers is steady. On promotion, a safety officer can progress to senior safety officer, safety manager or head of a safety department, or move into consultancy, training or auditing. Note that registration is not a one-off: it must be renewed every four years, with continuing professional development in between, to keep practising.
