1647年4月至5月期間，南明參將李萬榮以永曆年號為號召，控制九龍寨東南面、鯉魚門北端之雞婆山（即現今魔鬼山），對往來海門的商船加以攔截，並索取通行費用。
Between April and May 1647, Li Wanrong, a lieutenant colonel of the Southern Ming, using the Yongli reign title as his rallying call, controlled Kai Po Shan (present-day Devil's Peak) at the northern end of Lei Yue Mun, southeast of Kowloon Walled City, intercepting merchant ships passing through the sea gate and demanding tolls.
