盛智文1949年生於德國巴伐利亞雷根斯堡，猶太裔香港人，蘭桂坊集團主席，有「蘭桂坊之父」之稱。他七歲喪父，隨母親移民加拿大滿地可，十九歲加入時裝公司，1970年代由加拿大來港公幹後決定留港發展。1983年，他看準香港除酒店餐廳外缺乏可以輕鬆談生意的特色西餐廳，在中環蘭桂坊開設加州餐廳，翌年以三千二百萬元購入整幢加州大廈翻新，逐步把蘭桂坊發展成香港最重要的夜生活消閒區，至今仍持有該區約七成業權。2003年他獲委任為香港海洋公園董事局主席，大刀闊斧改革公司文化，令海洋公園入場人數自2007年起超越迪士尼樂園，因而被封為「米奇老鼠殺手」，至2014年卸任。2008年他放棄加拿大國籍，加入中國國籍並領取香港特區護照。他歷任旅遊事務署、市區重建局、西九文化區管理局等多項公職，2011年獲頒大紫荊勳章，2021年曾報名參選立法會選舉委員會界別。

Allan Zeman, born in Regensburg, Bavaria in 1949, is a Jewish Hong Kong businessman known as the 'father of Lan Kwai Fong' and chairman of the Lan Kwai Fong Group. His father died when he was seven and he emigrated to Montreal with his mother; he joined a fashion company at nineteen and came to Hong Kong on business in the early 1970s, deciding to stay. In 1983 he opened a California restaurant in Lan Kwai Fong, sensing that the city lacked relaxed Western places to do business; the next year he bought the whole California Tower for HK$32 million and renovated it, gradually turning Lan Kwai Fong into Hong Kong's foremost nightlife district — he still owns about 70% of the area. Appointed a Justice of the Peace in 2001, he chaired the Ocean Park board from 2003 to 2014 and overhauled its corporate culture, with attendance surpassing Disneyland's from 2007, earning him the nickname 'Mouse Killer'. He gave up his Canadian nationality in 2008 to become a Chinese citizen and hold a Hong Kong SAR passport. He has served on bodies for tourism, urban renewal and the West Kowloon Cultural District, received the Grand Bauhinia Medal in 2011, and stood in the 2021 Legislative Council Election Committee constituency.
