In 1804, the ninth year of the Jiaqing reign of the Qing dynasty, villagers in the places through which Guo Podai led his followers were killed, plundered and burned, and some villages were completely destroyed.

In the ninth year of the Jiaqing reign of the Qing dynasty (1804), Kwok Po-tai, Wu Shek-yi and Cheng Yat led over a thousand pirate ships of various sizes to plunder and besiege Ping Shan and other coastal villages, but the able-bodied men of the Ping Shan area put up a strong defence, and the pirates eventually withdrew.
