English

Tung Chee-hwa (7 July 1937 – 8 September 2026), whose ancestral home was Zhoushan, Zhejiang, and whose father C. Y. Tung was known as the world's shipping king, was born in Shanghai and moved with his family to Hong Kong in 1947. He went to Britain to study in 1954, graduated in marine engineering from the University of Liverpool in 1960 and spent a decade working in the United States, first at General Electric and then in the family firm, before returning to Hong Kong in 1969 to join the family shipping business. He chaired the Hong Kong Shipowners Association in 1976–77 and in 1979 became chairman and chief executive of Orient Overseas (International) Limited. After his father died of a heart attack on 15 April 1982, aged seventy, he took over the family shipping line; in 1985 the firm nearly collapsed under more than HK$20 billion of debt involving over two hundred banks before Henry Fok's injection and a bank-led restructuring returned it to profit in 1992. As early as 1985 he sat on the Consultative Committee for the Basic Law of the Hong Kong SAR, in 1992 was appointed one of the first Hong Kong Affairs Advisers and was also made an unofficial member of the Executive Council by Governor Chris Patten; in 1995 he became a vice-chairman of the Preparatory Committee for the Hong Kong SAR. On 11 December 1996 he defeated Yang Ti-liang, Peter Woo and Li Fook-shiu in the selection committee election and became the first Chief Executive of the Hong Kong SAR on 1 July 1997, taking a second term unopposed in 2002. His tenure covered the Asian financial crisis, avian flu, SARS and the 2003 mass march; his first policy address in 1997 set a target of building 85,000 housing units a year, later adjusted when the property market slumped, and his term also brought mother-tongue teaching, moves to develop a Chinese-medicine port and a Cyberport, a deal to bring Disneyland to Hong Kong in 1999 and the Mandatory Provident Fund in 2000. In 2002 he introduced the Principal Officials Accountability System. In 2003 the government's attempt to legislate for national security under Article 23 of the Basic Law drew about 500,000 people onto the streets, and the bill was shelved; after SARS, Beijing launched the Individual Visit Scheme and CEPA, which he lobbied for to revive the economy. On 10 March 2005 he submitted his resignation to Beijing on health grounds, saying that working sixteen to eighteen hours a day had damaged his health, and on 12 March he was made a CPPCC Vice-Chairman, serving across several national committees until 2023. He founded the Our Hong Kong Foundation in 2014 and was founding chairman of the China-United States Exchange Foundation. He received the Grand Bauhinia Medal in 2006 and the national honorary title of Outstanding Contributor to One Country, Two Systems in 2019. He died at Hong Kong Sanatorium and Hospital on the evening of 8 September 2026, aged 89. He led Orient Overseas (International) Limited to a Hong Kong listing in April 1973, and when his father retired in 1980 he took full charge, expanding the family's dry-cargo fleet into container shipping; at its peak the group operated more than 150 vessels with over ten million tons of capacity.

English

Tung Chee-hwa was the first Chief Executive after Hong Kong's handover, and his handling of the Asian financial crisis and SARS set the early framework of the SAR's governance. His 85,000 housing target and the Principal Officials Accountability System had lasting effects on Hong Kong's land policy and government structure. The mass march over Article 23 in 2003 became a turning point in the territory's political development. After leaving office he continued to speak on land and economic issues through the Our Hong Kong Foundation and took part in national affairs as a CPPCC Vice-Chairman.
