The son of Nationalist general Lee Ying-kao, he was called to the Bar in England and Hong Kong and became Queen's Counsel in 1979. He served on the Basic Law Drafting Committee from 1985 but was removed in 1989 for his support of the Tiananmen pro-democracy movement.
