鍾士元(Sir Sze-yuen Chung,1917–2018)1917年11月3日在香港出生,外號「大Sir」。他1941年以一級榮譽畢業於香港大學機械工程系,畢業後入黃埔船塢,係當時船塢僅有嘅兩位華人工程師之一;1948年赴英國謝菲爾德大學深造,1951年取得工程博士學位後返港,1952年開設鍾士元顧問工程師事務所,1956年與友人合辦崇佳實業公司。1960年起投身公職,1965年獲委任立法局非官守議員,1972年獲委任行政局議員,1974年出任立法局首席非官守議員,1980年出任行政局首席非官守議員,成為當時華人可出任嘅最高政職,1988年以七十一歲之齡退休。他曾任生產力促進局主席、工業總會主席,並負責籌辦香港理工學院、城市理工學院及香港科技大學三間院校,亦是醫院管理局首任主席。1984年6月他訪問北京並獲鄧小平接見;其後獲聘為港事顧問、預委會及籌委會委員。1997年7月1日獲頒大紫荊勳章,並出任香港特區首任行政會議召集人,1999年退休,由梁振英接任。2018年11月14日在香港聖德肋撒醫院逝世,享年一百零一歲。

Sir Sze-yuen Chung (1917–2018), nicknamed 'Big Sir', was born in Hong Kong on 3 November 1917. He graduated with first-class honours in mechanical engineering from the University of Hong Kong in 1941 and joined the Taikoo Dockyard as one of only two Chinese engineers there; in 1948 he won a scholarship to Sheffield University, took his engineering doctorate in 1951, returned home and set up his own consulting practice in 1952, co-founding the Sung Kai Industrial Company in 1956. Entering public service in the 1960s, he was appointed an unofficial member of the Legislative Council in 1965 and of the Executive Council in 1972, became Senior Unofficial Member of the Legislative Council in 1974 and of the Executive Council in 1980 — then the highest office a Chinese could hold in the colony — and retired in 1988 at seventy-one. He chaired the Productivity Council and the Federation of Hong Kong Industries, oversaw the founding of the Hong Kong Polytechnic, City Polytechnic and the Hong Kong University of Science and Technology, and was the first chairman of the Hospital Authority. In June 1984 he visited Beijing and was received by Deng Xiaoping, and he later served as a Hong Kong Affairs Adviser and a member of the Preliminary Working Committee and the Preparatory Committee. On 1 July 1997 he received the Grand Bauhinia Medal and became the first Convenor of the Executive Council of the HKSAR, retiring in 1999 when Leung Chun-ying succeeded him. He died on 14 November 2018, aged 101.

1980

出任行政局首席非官守議員,是當時華人可出任的最高政職;任內推動工業、教育及公務員薪酬制度檢討。

Became Senior Unofficial Member of the Executive Council, then the highest office open to a Chinese, pressing reviews of industry, education and civil-service pay.

1988

退休後仍出任醫院管理局首任主席及科技大學校董會主席,並參與籌辦三間高等院校。

After retiring he became the first chairman of the Hospital Authority and chairman of the University of Science and Technology's council, having helped establish three tertiary institutions.

1997

7月1日獲頒大紫荊勳章,並出任香港特區首任行政會議召集人,1999年退休由梁振英接任。

On 1 July he received the Grand Bauhinia Medal and became the first Convenor of the HKSAR Executive Council, retiring in 1999 when Leung Chun-ying took over.

Spanning the colonial and SAR eras, Sir Sze-yuen Chung was the most influential Chinese politician of the last phase of Hong Kong's 'two councils' system. An engineer turned senior unofficial member of both councils, he carried professional expertise into the core of government and, after 1984, acted as a bridge between Beijing and Hong Kong; his role in founding three tertiary institutions and heading the Hospital Authority directly shaped higher education and public medicine.
