何啟(Sir Kai Ho Kai,1859–1914)1859年3月21日在香港出生,父親係何福堂牧師,姐夫伍廷芳係首位華人立法局非官守議員。他早年就讀中央書院,1871年赴英國留學,1875年入蘇格蘭阿伯丁大學讀醫,1879年畢業,成為首位華人專業內科醫生,其後轉入林肯律師學院,1881年取得大律師資格,1882年與英籍妻子雅麗氏(Alice Walkden)返港。1887年,他與倫敦傳道會及有「熱帶醫學之父」之稱的白文信醫生創辦雅麗氏利濟醫院,醫院附設嘅香港華人西醫書院即香港大學醫學院前身。1890年他獲委任立法局(定例局)非官守議員,其後連任二十四年,1906至1914年任首席非官守議員。任內他動議保存宋王臺古蹟,促成1899年《保存宋王臺條例》;1900年義和團事變期間,他鼓吹「兩廣獨立」,起草《平治章程》,並遊說港督卜力、李鴻章與孫中山合作。1909年他出任香港大學籌備委員會捐助董事會主席,主張將西醫書院、工程學院與文學院合組一所大學,1912年3月香港大學正式揭幕。1914年他與姻親區德成立啟德營業有限公司,在九龍灣填海建造啟德濱花園城市;同年7月21日逝世,終年五十五歲。

Sir Kai Ho Kai (1859–1914) was born in Hong Kong on 21 March 1859, son of the Rev. Ho Fuk-tong; his brother-in-law Wu Ting-fang became the first Chinese unofficial member of the Legislative Council. Educated at the Central School, he was sent to Britain in 1871, entered the University of Aberdeen in 1875 and graduated in 1879 as the first Chinese professional physician, then read law at Lincoln's Inn and was called to the bar in 1881; in 1882 he returned to Hong Kong with his English wife Alice Walkden. In 1887, with the London Missionary Society and Dr Patrick Manson, the 'father of tropical medicine', he founded the Alice Memorial Hospital, whose attached College of Medicine for Chinese became the forerunner of the University of Hong Kong's medical faculty. Appointed an unofficial member of the Legislative Council in 1890, he sat for twenty-four years and was Senior Unofficial Member from 1906 to 1914. He moved the motion to preserve the Sung Wong Toi relic, leading to the 1899 ordinance banning quarrying there, and during the Boxer crisis of 1900 he promoted the 'independence of the two Kwangs', drafting the Pingzhi programme and lobbying Governor Blake, Li Hung-chang and Sun Yat-sen. In 1909 he chaired the donating board of the University of Hong Kong's preparatory committee, proposing to merge the medical, engineering and arts colleges into one university, which opened in March 1912. In 1914 he and his in-law Au Tak formed the Kai Tak Land Investment Company to build the Kai Tak Bund garden city on reclaimed land in Kowloon Bay; he died on 21 July 1914, aged 55.

Sir Kai Ho was the archetype of the early colonial Chinese elite: a doctor and barrister who entered the Legislative Council and bridged Western professions and Chinese society. The College of Medicine he helped found and the University of Hong Kong he championed gave the colony modern higher education, while his 1900 Pingzhi programme was an attempt by Hong Kong's Chinese elite to shape reform in China. His Kai Tak reclamation failed commercially yet left the land on which Kai Tak Airport was later built, shaping the city until 1998.
