羅文錦（Sir Man Kam Lo，1893–1959）1893年7月21日在廣東番禺出生，父親係香港開埠初期富商羅長肇，家族與何東、利希慎、高可寧並列為香港四大家族之一。他13歲赴英留學主修法律，1915年畢業並取得律師資格，返港後成為首位獲准執業嘅本地華裔律師，1916年與弟弟羅文惠創辦羅文錦律師樓。1921年獲委任太平紳士，1929至1930年任東華醫院主席，1935年出任立法局非官守議員，1939至1941年任立法局首席華人非官守議員，亦曾任市政局議員。1941年12月日軍攻佔香港後，他曾被日軍單獨囚禁，並被施壓要求參與日方主持嘅立法局。1946年他獲委任行政局成員，其後獲英廷頒授CBE。他同時係商界與體育界推手，曾任中華電力、香港大酒店及省港澳輪船公司董事，1954年與亞洲十一地足總共同創辦亞洲足協並出任首屆會長，亦曾擔任香港足球總會會長。1959年3月7日因心臟病逝世，終年六十五歲；妻子何錦姿係何東長女，幼子羅德丞其後成為活躍政壇嘅親中人物。

Sir Man Kam Lo (1893–1959) was born in Panyu, Guangdong on 21 July 1893, eldest son of the early Hong Kong merchant Lo Cheung-siu; his family ranked alongside the Ho Tung, Lee Hysan and Ko families among the colony's leading Chinese clans. Sent to Britain at thirteen to study law, he graduated in 1915 and qualified there, returning to Hong Kong as the first locally admitted solicitor of Chinese descent and founding Lo & Lo with his brother Lo Man-wai in 1916. Made a Justice of the Peace in 1921, he chaired the Tung Wah Hospital in 1929–1930, entered the Legislative Council as an unofficial member in 1935 and was Senior Chinese Unofficial Member from 1939 to 1941, also serving on the Urban Council. After Japan seized Hong Kong in December 1941 he was held in solitary confinement and pressed to join a Japanese-run Legislative Council; appointed to the Executive Council in 1946, he was awarded the CBE. A business and sporting figure as well, he sat on the boards of China Light & Power, Hong Kong Hotels and the Hongkong, Canton & Macao Steamboat Company, and in 1954 co-founded the Asian Football Confederation with eleven Asian associations, becoming its first president; he also presided over the Hong Kong Football Association. He died of a heart attack on 7 March 1959, aged 65. His wife Victoria was the eldest daughter of Sir Robert Ho Tung, and his youngest son Lo Tak-shing later became a prominent pro-Beijing politician.
