In September 1663, the Qing government sent officials to survey the Guangdong border and determine the areas for the second evacuation, which included 24 villages in total along the eastern and western routes of Xinan County.

In the 2nd year of Kangxi (1663), Governor Lu Chongjun, in view of the considerable number of people already relocated within the territory, petitioned the imperial court to exempt the remaining further relocations, and ultimately only 24 villages in the eastern and western routes were included in the relocation.
