Between November and December 1668, after inspecting the border situation, the Governor-General of Guangdong and Guangxi, Zhou Youde, memorialised the Qing court requesting that the people be allowed to return to their original places of residence, but forbidding them from going to sea.

Between February and March 1668, the Guangdong Provincial Administration Commissioner Wang Lairan twice memorialised the Qing court, namely the 'Memorial on Extending the Border and Restoring the Villages' and the 'Posthumous Memorial on Extending the Border and Restoring the Villages', explaining the harms caused by the evacuation and requesting the restoration of the original boundary, but the court ultimately did not approve it.
