To improve the quality of Dongjiang water supplied to Hong Kong, Guangdong Province began constructing a dedicated pipeline in 2000 connecting the Taiyuan Pumping Station on the Dongjiang to the Shenzhen Reservoir; after the pipeline came into operation in 2003, the quality of Dongjiang water supplied to Hong Kong improved markedly.
Guangdong and Hong Kong reached agreement covering matters including the water quality of the Dongjiang water, information network interconnection, airport cooperation, and environmental protection and boundary control point management.
On 28 June 2003, the Dongjiang-Shenzhen Water Supply Improvement Project was completed, delivering Dongjiang water directly to the Shenzhen Reservoir through enclosed pipelines to safeguard the quality of water supplied to Hong Kong.
On 13 April 2006, the HKSAR and Guangdong Province reached a new Dongjiang water supply agreement to Hong Kong, effective for three years from that year.
From 2007 to 2017, the quantity of Dongjiang water supplied to Hong Kong ranged between 612 million cubic metres and 818 million cubic metres, amounting to about 70% of total local fresh water consumption.
From 2011 to 2016, water quality in the Heyuan and Huizhou sections of the main Dongjiang River and in the North Main Stream remained at a good level; the Dongguan section also met the relevant standards and satisfied the requirements of the Dongjiang water supply agreement.
Since 2012, the Water Supplies Department has first commissioned a Biological Early Warning System at Sheung Shui Water Treatment Works to enhance monitoring of Dongjiang water supplied to Hong Kong.
On 28 May 2015, the Guangdong authorities signed the Dongjiang water supply agreement, undertaking to maintain the quality of water supplied to Hong Kong in compliance with the national Class II standard.
As of 2017, both Sheung Shui Water Treatment Works and Tai Po Water Treatment Works had installed the system, mainly for monitoring the raw water quality of Dongjiang water supplied to Hong Kong.
Even if the quality of East River water exceeds standards, the Water Supplies Department's treatment works have sufficient treatment capacity and will first subject the raw water to multiple filtration and disinfection processes before supplying it to the public for drinking.
In 2017, Hong Kong's three water sources, namely rainwater, Dongjiang water and seawater for flushing, accounted for 26%, 52% and 22% of total water consumption respectively, with total water consumption that year at 1,205.8 million cubic metres.
In July and August 2017, heavy rain in the upper reaches of the East River basin and flood discharge from the Shawan River in Shenzhen caused some parameters of Dongjiang water to briefly deviate from standard values.
