On 24 July 1942, the Japanese occupation government, by Governor's Order No. 32 (1942), promulgated regulations on currency and exchange within the Governor's administrative district of the occupied territory of Hong Kong: members of the public were required to hand in Hong Kong dollar banknotes to military yen exchange offices, at the rate of four Hong Kong dollars to one military yen.
