劇中警方派出大量臥底潛入黑幫、甚至做到社團中高層；現實中警方真係有臥底，會做到咁深入嗎？

In the drama the police plant many undercover agents inside triad gangs, some rising to senior ranks — does the force really run undercover operations that deep?

事實應該係點 / What really happens

香港警方確實會派出臥底（俗稱「臥底探員」）滲透三合會及犯罪集團。警務處《警察年報》同《警聲》均記載，警方有組織罪案及三合會調查科（O記）等單位會透過臥底及喬裝探員進行滲透調查，搜集販毒、非法賭博、賣淫等犯罪證據，例如代號「天堡」「火淵」「剿除」「奇面」等行動，一次可拘捕上百人。所以臥底真有其事，並非虛構。不過劇集為戲劇效果，把臥底寫成同警方近乎失聯、獨自行動、甚至做到黑幫高層，並把臥底人數同規模大幅誇大；現實中臥底探員隸屬警隊、由指定人員管理同聯絡，行動有嚴格授權、風險評估同保密安排，亦只屬整個調查的其中一環。

The Hong Kong Police Force does deploy undercover officers to infiltrate triad societies and criminal syndicates. The Force's annual Police Review and OffBeat record that units such as the Organised Crime and Triad Bureau (OCTB) use undercover and decoy officers for penetration investigations, gathering evidence of drug trafficking, illegal gambling and prostitution — for example in operations code-named "Sky Fort", "Fire Abyss", "Exterminate" and "Odd Face", which have led to over a hundred arrests at a time. Undercover work is therefore real. For dramatic effect, however, the series shows agents all but out of contact with the force, acting alone and rising to the top of a triad, and inflates the number and scale of undercover officers. In reality operatives remain police officers, managed and contacted by designated handlers, with strict authorisation, risk assessment and secrecy, and undercover work is only one part of an investigation.
