The claim

As in Take My Word For It, does the police force really have a full-time team of negotiators dedicated to saving lives?

What really happens

The Hong Kong Police Force does run a Police Negotiation Cadre (PNC), established in 1975. It was Asia's first police negotiation unit and is among the world's longest-standing. Its mission is to save lives and defuse crises; it began with counter-terrorism and serious-crime negotiations and later expanded to suicide intervention, and in recent years it has supported school crisis handling and coordination at large public events. The Cadre has about 100 members, all serving police officers who provide round-the-clock support on a secondary-duty, part-time basis rather than as full-time negotiators, and it is deployed roughly 80 to 100 times a year. The drama's portrayal of negotiation as professional and life-saving is broadly right, but the full-time elite unit premise does not match reality.
