The Beijing authorities pointed out that Hong Kong and Macau were created by a series of unequal treaties imposed on China by former foreign powers, being parts of Chinese territory occupied by the British and Portuguese; handling affairs relating to Hong Kong and Macau is purely a matter within China's sovereignty and does not fall under the general category of so-called colonies.
The document stated that Hong Kong and Macau were parts of Chinese territory occupied by the British and Portuguese rulers, and that handling the Hong Kong and Macau issue was purely a matter within China's sovereign jurisdiction, not falling under the general category of 'colonies', and therefore should not be included in the list of colonial territories covered by the anti-colonial declaration.
