On 23 December 1978, a Panama-registered cargo ship, the "Hui Feng", carrying about 2,700 Vietnamese refugees and originally bound from Bangkok to Kaohsiung, attempted to enter Hong Kong waters but was intercepted by Hong Kong Government marine police launches and British naval vessels.
