On 17 September 1884, the proclamation "Notice to Chinese Residents of Hong Kong and Macao" issued by Zhang Zhidong, Viceroy of Liangguang, was reprinted by four Chinese newspapers in Hong Kong; it stated that French forces were recruiting Chinese from Hong Kong and Macao to work aboard ships with generous pay while in fact luring them to the front line of the Sino-French War, and called on Chinese already on board to plot mutiny at an opportune moment.
