The amendment to the Standing Orders passed on the same day expanded the scope of petitions to matters beyond legislation, but petitions still required the Governor's consent before being put into effect; at the same time, the Special Committee was abolished and replaced by a Select Committee responsible for studying matters referred to it by the Legislative Council, and this committee dissolved immediately after submitting its report.
