Mass transit and railway expansion: from consultancy report to high-speed rail

1. From consultancy report to a publicly owned corporation

On 22 March 1968 a consultancy firm submitted a supplementary report on the Hong Kong mass transit study. Its significance lies less in its conclusions than in turning “mass transit” from an urban idea into a document that could be tendered, costed and modelled for patronage. Once there was a document, money and land could follow.

On 26 September 1975 the Hong Kong Government allocated funds to establish the Mass Transit Railway Corporation and held 100 per cent of its shares. The ownership structure was explicit: the railway would not be financed and built by a private consortium but by a wholly government-owned company. On 3 November that year construction began on the Central to Kwun Tong section of the Modified Initial System, 15.6 kilometres long.

2. The Modified Initial System: Shek Kip Mei, Tsim Sha Tsui, Central

On 30 September 1979 Governor MacLehose presided over the opening ceremony for the first phase of the Modified Initial System at Shek Kip Mei Station; the Kwun Tong to Shek Kip Mei section began carrying passengers the next day. The venue is telling: not the busiest part of Central but the industrial and residential population of Kwun Tong and Kowloon Bay.

On 12 February 1980 the Tsim Sha Tsui to Central section opened, completing the Modified Initial System and becoming the first railway line in Hong Kong to cross Victoria Harbour. Crossing the harbour gained a rail option: no longer only ferries and road tunnels, and part of the commute could be taken out of the hands of weather and traffic accidents.

3. Tsuen Wan, the island and a shared tunnel

On 10 May 1982 the Tsuen Wan to Lai King section of the Tsuen Wan Line opened, followed on 17 May by Lai King to Prince Edward, completing the line. On 31 May 1985 the Island Line was extended from Admiralty to Chai Wan, giving the north shore of Hong Kong Island an underground spine. Together the three lines stretched “the centre” from a point in Central into a corridor.

A record dated 21 September 1989 notes a rare design in the Eastern Harbour Crossing: a road tunnel also used by the MTR, the first of its kind in Hong Kong. One tube carrying both vehicles and passengers meant rail and road had to be planned together rather than each finding its own space, a practical approach later used for crossings of harbour and hills.

4. Strategy, ticketing and the New Territories

On 14 December 1994 the Government published the first Railway Development Strategy, setting a planning framework for the local network. Its function was to turn “where does the next line go” from individual projects into an ordered list that could be discussed. On 1 September 1997 the Octopus card and its electronic fare system were launched, replacing the MTR’s stored-value tickets: ticketing moved from hands to records, and crowd management from gates to data.

On 22 June 1998 the Tung Chung Line fully opened, connecting Tung Chung New Town to Central. On 26 October that year the Kowloon-Canton Railway Corporation began Phase 1 of West Rail, linking urban Kowloon with the northwest New Territories; the line opened on 20 December 2003, 30.5 kilometres with nine stations. On 21 December 2004 the Ma On Shan Railway opened, 11.4 kilometres and nine stations between Wu Kai Sha and Tai Wai. The Tseung Kwan O Line, opened on 18 August 2002, runs 12.5 kilometres and connects Tseung Kwan O with North Point.

The same airport railway plan included the Airport Express: on 21 June 1998 it entered service, providing a rail link between Chek Lap Kok airport and urban Kowloon and the island. Its passengers are travellers and luggage rather than commuters, so the same tunnels and stations must serve two very different demands.

Railways also leave an environmental bill. West Rail was completed in 2004, and during the works 11.9 hectares were set aside as wetland compensation. That area is a reminder that a line’s cost is not only fares and construction but also the land it changes.

5. Merger and the south

On 2 December 2007 the Kowloon-Canton Railway Corporation ended 97 years of railway operation and merged with the MTR Corporation, which has managed and operated the network since. Before that day Hong Kong had two railway systems, two fare systems and two histories; afterwards one operator remained, but both histories are still written into station buildings and platforms.

On 16 August 2009 Austin Station on the West Rail Line began operation and the Kowloon Southern Link opened in full, connecting West Rail with the Tsim Sha Tsui area. On 28 December 2016 the South Island Line entered service, seven kilometres linking Ap Lei Chau with Admiralty — the first heavy rail reaching the Southern District.

6. High-speed rail: cost, delay and the unwritten part

A record dated 27 January 2010 sets out the alignment: the Hong Kong section of the Guangzhou-Shenzhen-Hong Kong Express Rail Link runs from West Kowloon Station through a dedicated tunnel to Shenzhen Futian Station, connecting to the national high-speed network. Its character differs from every earlier line: not urban commuting but a cross-boundary connection, and a station that functions as a border point.

On 15 April 2014 the construction cost rose to $81.7 billion, $14.8 billion above the original budget. On 30 November 2015, the completion deadline moved from the end of 2017 to the third quarter of 2018. Cost and timetable moved together, the two classic risk lines of large infrastructure.

This dossier stops there. The chronicle records the revised deadline but not the 2018 opening, the full Tuen Ma Line or the East Rail cross-harbour section; with no registered entries, no dates or patronage figures are supplied here. Readers should go to official announcements rather than infer what “must have happened”.

Gaps

  • The actual opening date and early patronage of the high-speed rail section are not recorded: the chronicle stops at the revised deadline, so no date is supplied here.
  • The full Tuen Ma Line and the East Rail cross-harbour section — dates and station counts — are not registered item by item, so this dossier does not describe them as connected.
  • Fares, government subsidies, patronage and permitted return are not recorded annually, so no rate of return is stated.
  • Costs and overruns appear only occasionally (two figures for high-speed rail); other lines are unverified, so no total is assembled.
  • The financial terms of MTR privatisation and the rail merger are not verified page by page; this dossier describes institutional change, not transaction values.
