1991 年嘅大事、當年成立嘅機構、當年數字同當年氣候，全部有來源同時點。氣候數據由天文台開放數據 API 逐日抓取後按年點算，所以每一年都用同一把尺。
Events, institutions founded, figures and climate for 1991 — each with a source and a reference date. Climate values are computed from the Observatory daily open-data series, so every year is measured with the same ruler.

城規會成立兩個規劃小組委員會 / TPB forms two Planning Committees
城規會：自 1991 年《城市規劃（修訂）條例》實施後，法定規劃擴至市區以外；城規會因而成立都會規劃小組委員會與鄉郊及新市鎮規劃小組委員會。
TPB: after the 1991 Town Planning (Amendment) Ordinance extended statutory planning beyond urban areas, TPB formed the Metro and Rural & New Town Planning Committees.
