On 13 December 1843, the Xin'an County Guanfu Office subprefect was reassigned by the Qing government to Kowloon and renamed the Kowloon Subprefect, classified as a 'key coastal post', with Xu Wenshen serving as acting subprefect; the Guanfu Subprefect Office was subsequently abolished and replaced by the Kowloon Subprefect Office, whose jurisdiction covered roughly present-day Kowloon and the New Territories.
On 13 December 1843, the Qing dynasty moved the station of the Kwun Fu Inspection Office from Chai Mei Village to Kowloon and renamed it the Kowloon Inspection Office.
