郝德傑(Andrew Caldecott,1884–1951)係英國資深殖民地官員,1907年加入馬來聯邦政府,長期在馬來亞及海峽殖民地供職,1933至1935年任海峽殖民地輔政司,以善於排難解紛及調和種族關係著稱,1935年12月出任第十九任香港總督。任內他帶領港府推動多項革新,1936年1月1日把原有潔淨局正式改組為市政局,銀禧水塘及瑪麗醫院亦在其任內建成;隨着中國局勢日益動盪,他多次與國民政府官員會面,1936年9月更在廣州宴請蔣介石委員長。同期香港成為內地資金、人才與難民嘅避風港,人口與工商活動明顯上升,他任內亦處理防空、防務與衞生問題,並擴充學校與醫療設施。1937年4月16日,他因錫蘭局勢不穩匆匆卸任,調任錫蘭總督至1944年9月。晚年居英,曾任英政府殖民地服務任命委員會委員,倡議以中央部門統籌各地殖民地政務職系詮敘事務;他興趣廣泛,愛好繪畫及鋼琴,晚年曾出版兩本靈異故事小說。九龍塘郝德傑道以他命名。

Sir Andrew Caldecott (1884–1951) was a senior British colonial official who joined the Federated Malay States government in 1907 and served long in Malaya and the Straits Settlements, becoming Colonial Secretary of the Straits Settlements in 1933–1935 and earning a reputation for conciliation and good race relations; in December 1935 he became Hong Kong's nineteenth Governor. His tenure brought a run of reforms: on 1 January 1936 the old Sanitary Board was reconstituted as the Urban Council, and the Jubilee Reservoir and Queen Mary Hospital were completed during his term. As conditions in China deteriorated he met Nationalist officials repeatedly, hosting Generalissimo Chiang Kai-shek in Canton in September 1936, while Hong Kong became a haven for mainland capital, talent and refugees and its population and business activity rose sharply; he also handled air-raid precautions, defence and sanitation and expanded schools and medical facilities. On 16 April 1937, with unrest in Ceylon prompting his transfer, he left Hong Kong abruptly to govern Ceylon until September 1944. In retirement he served on the colonial service appointments board, urging that a central department coordinate colonial service appointments; a keen painter, pianist and writer, he published two books of ghost stories. Caldecott Road in Kowloon Tong is named after him.

內地資金與人才湧入香港,帶動本地工業、銀行與報業發展,香港進一步成為南中國的經濟樞紐。

Mainland capital and talent flowed into Hong Kong, boosting local industry, banking and the press, and strengthening the city's role as south China's economic hub.

1937

4月離任轉任錫蘭總督;同年中日全面開戰,香港隨即加強防空與防務準備。

He left in April to govern Ceylon; with full-scale Sino-Japanese war breaking out that year, Hong Kong immediately stepped up air-raid precautions and defence.
