楊慕琦(Mark Young,1886–1974)1941年9月接任港督,同年12月8日日軍進攻香港,經過十八日激戰,他在12月25日聖誕夜於半島酒店代表香港向日本投降,香港自此進入三年零八個月嘅日治時期,他本人被囚於戰俘營三年多。1946年5月他復任總督,立法局於5月1日復會,他着手重建行政架構並處理糧食、房屋等戰後問題;他隨即提出「楊慕琦計劃」,建議改革立法局組成、增加非官守議員並引入市政議會構想,惟計劃在1949年無疾而終。1947年他離任,由葛量洪接任,1974年逝世。他亦係香港歷史上唯一兩度出任總督並經歷淪陷與光復嘅人。

Mark Young (1886–1974) became Governor in September 1941. On 8 December Japanese forces invaded; after eighteen days of fighting he surrendered Hong Kong at the Peninsula Hotel on Christmas night, and spent more than three years as a prisoner of war. He returned as Governor in May 1946 and the Legislative Council resumed on 1 May. He then proposed the 'Young Plan', proposing to restructure the Council, increase unofficial membership and create a municipal council — a plan that lapsed in 1949. He left office in 1947, succeeded by Alexander Grantham. He remains the only Governor to serve both before the fall of Hong Kong and after its liberation.

He surrendered Hong Kong to Japan on 25 December, beginning three years and eight months of Japanese occupation; he was held as a prisoner of war.

5月1日復任總督並恢復立法局,着手重建行政架構、處理糧食與房屋等戰後問題。

He resumed office on 1 May 1946 and reconvened the Legislative Council, rebuilding the administration and tackling post-war food and housing problems.

發表「楊慕琦計劃」,建議增加立法局非官守議員並設市政議會,惟方案在1949年擱置。

He announced the Young Plan to expand unofficial membership of the Legislative Council and create a municipal council; the plan was shelved in 1949.

Though never implemented, the Young Plan was the first official blueprint for constitutional reform after the war, shaping later debate on the Urban Council, the composition of the Legislative Council and Chinese participation in government.
