柏立基（Robert Black，1906–1999）1958年1月出任港督。他任內香港人口突破三百萬，房屋、教育與食水需求急劇上升，政府加速興建徙置大廈、擴展新市鎮並推行小學擴展計劃，為普及教育奠定基礎。1962年內地出現大批居民湧入香港嘅浪潮，政府須處理人口壓力同邊境秩序。1963年9月立法局完成《香港中文大學條例》，同年10月17日他親自在香港大會堂主持中文大學成立典禮，中大由新亞、崇基、聯合三院組成，成為香港第二所大學，為中文教育同本地高等教育寫下新一頁。他任內亦面對制水等民生難題，1964年離任，1999年逝世。

Robert Black (1906–1999) became Governor in January 1958. With the population passing three million, demand for housing, schooling and water surged, and his administration accelerated resettlement blocks, new town development and primary school expansion. In 1962 a large influx of residents from the mainland created population and border pressures. In September 1963 the Legislative Council completed the Chinese University of Hong Kong Ordinance, and on 17 October he personally presided over the university's inauguration at City Hall — formed from New Asia, Chung Chi and United Colleges, it became Hong Kong's second university and a milestone for Chinese-language and local higher education. He also contended with water rationing and left office in 1964.
