羅富國（Geoffry Northcote，1881–1948）1937年10月出任港督，任內香港局勢由動盪走向戰爭。1938年廣州淪陷後大量內地難民湧入，人口急升至超過一百六十萬，房屋、糧食與衞生承受沉重壓力。1939年第二次世界大戰在歐洲爆發，香港隨即加強防空、徵兵與糧食儲備，並推行民防演習。他亦重視師資培訓，1939年創辦羅富國師範學院（香港教育大學前身院校之一，以他命名），為戰後普及教育儲備教師。他任內亦要處理糧食價格、房屋短缺等民生問題。1941年9月他因健康理由離任，由楊慕琦接任；同年12月日軍進攻香港。他1948年逝世。

Geoffry Northcote (1881–1948) became Governor in October 1937 as the colony moved from unrest to war. After Canton fell in 1938 refugees poured in, pushing the population above 1.6 million; when the Second World War began in Europe in 1939 Hong Kong stepped up air-raid precautions, conscription and food stockpiles. He also invested in teacher training, founding the Northcote Training College in 1939 (one of the predecessor colleges of today's Education University of Hong Kong, named after him) to supply teachers for post-war mass education. He left in September 1941 on health grounds, handing over to Mark Young; Japanese forces attacked Hong Kong that December.
