德輔（George William Des Vœux，1834–1909）來港前曾任斐濟總督及紐芬蘭總督，1887年10月出任港督。任內1888年1月19日經修訂嘅《英皇制誥》生效，規定總督制定法律時不但須徵求立法局意見，更須獲得立法局同意，立法機關嘅制衡角色由此明確寫入憲制文件；同年5月山頂纜車通車，成為亞洲首條此類纜車系統，改變山頂住宅與交通格局；1890年立法局會議過程嘅正式逐字紀錄首次載於《香港議事錄》，議會程序走向透明。任內香港人口與貿易持續增長，市政建設同步推展。他1891年離任返英，1909年逝世；中環德輔道中以他命名。

George William Des Vœux (1834–1909) became Governor in October 1887. On 19 January 1888 the revised Letters Patent took effect, providing that in making laws the Governor must not only seek but also obtain the consent of the Legislative Council — writing the legislature's check on the executive into the constitutional documents. In May the same year the Peak Tram opened, the first system of its kind in Asia, reshaping residential and transport patterns on the Peak. In 1890 verbatim records of Legislative Council proceedings first appeared in the Hong Kong Hansard, making parliamentary procedure transparent. He left in 1891; Des Voeux Road Central bears his name.
