盧押（Frederick Lugard，1858–1945）係軍人出身嘅殖民地官員，來港前長期在非洲及亞洲任職，1907年7月出任港督。他上任後大力游說倫敦同華人社會支持成立一所大學，1911年立法局通過條例設立香港大學，1912年正式開課，成為香港高等教育嘅起點，他常被視為港大嘅主要催生者之一。1910年10月九廣鐵路英段全線通車，連接尖沙咀與羅湖，令新界與九龍嘅人流物流大幅提升。他任內亦處理走私、治安及九龍城寨等邊界問題，並完善新界土地登記與行政管理。他1912年離任後轉任尼日利亞總督，其後以殖民地管治理論著作聞名，1945年逝世。

Frederick Lugard (1858–1945), a soldier turned colonial administrator, became Governor in July 1907. He campaigned hard to win London's and the Chinese community's backing for a university; in 1911 the Legislative Council passed the ordinance establishing the University of Hong Kong, which opened in 1912 — the beginning of higher education in the city, for which Lugard is often credited as a chief driving force. In October 1910 the British section of the Kowloon–Canton Railway opened throughout, linking Tsim Sha Tsui with Lo Wu and greatly increasing movement of people and goods. He also dealt with smuggling, public order and boundary questions such as the Kowloon Walled City. He left in 1912 to govern Nigeria.
