軒尼詩（John Pope Hennessy，1834–1891）係愛爾蘭裔天主教徒，來港前曾在多個英國殖民地任職，1877年4月出任港督，以同情華人、主張華洋平等見稱。他質疑殖民地長久以來對華人嘅歧視性措施，公開主張華人應享有同等法律與社會地位，因而與在港歐人商界及部分官員關係緊張。任內1880年初，大律師伍才（伍廷芳）獲臨時委任入立法局以填補出缺議席，成為首位華人非官守議員，1882年辭任。他亦放寬部分針對華人嘅規管，並鼓勵華人參與公共事務及慈善事業。1882年離任後轉任毛里裘斯總督，1891年逝世。灣仔主要幹道軒尼詩道以他命名。

John Pope Hennessy (1834–1891), an Irish Catholic, became Governor in April 1877 and was known for his sympathy towards the Chinese and his insistence on racial equality. He questioned the colony's long-standing discriminatory measures, publicly arguing that Chinese residents deserved equal legal and social standing — a stance that strained relations with the European business community and some officials. In early 1880 the barrister Wu Cai (Wu Tingfang) was appointed temporarily to fill a vacant Legislative Council seat, becoming the first Chinese unofficial member; he resigned in 1882. Hennessy also relaxed some regulations aimed at Chinese residents and encouraged Chinese participation in public affairs. He left in 1882 to govern Mauritius. Hennessy Road in Wan Chai is named after him.

Population and trade kept growing, the Chinese merchant class gained influence in shipping, the Nam Pak Hong trade and property, and calls for Chinese participation in public affairs grew louder.

Hennessy broke the barrier that barred Chinese residents from the council chamber; Chinese seats in the Legislative Council expanded thereafter. His stance on Chinese rights also made political participation a natural expectation among Chinese elites, paving the way for later Chinese membership of both councils.
