司徒拔(Reginald Edward Stubbs,1876–1947)1919年9月出任港督。任內1922年1月至3月爆發海員大罷工,數萬名海員及碼頭工人停工,航運幾近癱瘓,政府一度宣布緊急狀態並禁止部分工會活動,最終資方讓步加薪,事件成為香港工運嘅里程碑。他任內亦處理新界鄉民對土地與傳統權益嘅訴求,1920年代中政府把1899年新界抗英時取走嘅錦田吉慶圍鐵門歸還鄉民,以緩和關係(一般記為1924至1925年間)。他1925年3月離任,同年6月省港大罷工爆發。灣仔往跑馬地方向嘅司徒拔道以他命名。

Reginald Edward Stubbs (1876–1947) became Governor in September 1919. From January to March 1922 a seamen's strike saw tens of thousands of seamen and dockworkers stop work, paralysing shipping; the government declared an emergency and restricted some unions, but employers ultimately conceded wage rises — a landmark in Hong Kong labour history. He also handled New Territories villagers' demands over land and customary rights, and in the mid-1920s the government returned the iron gates of Kat Hing Wai in Kam Tin, taken during the 1899 resistance, to ease relations (usually dated 1924–25). He left in March 1925, months before the Canton–Hong Kong General Strike began. Stubbs Road towards Happy Valley is named after him.

In the mid-1920s the government returned the Kat Hing Wai iron gates taken in 1899, easing relations with New Territories communities.

上任後推動戰後重建、擴建學校與醫療設施,並處理人口增長帶來的房屋與衞生問題。

He advanced post-war reconstruction, expanded schools and medical facilities, and tackled housing and sanitation problems caused by population growth.
