衛奕信（David Wilson，1935–　）係外交官及漢學家出身，曾任中英聯合聯絡小組英方首席代表，1987年4月出任港督。他任內負責落實《中英聯合聲明》嘅過渡安排，包括新機場及港口發展策略（「玫瑰園計劃」）、大型基建與政制銜接，為跨越九七嘅工程鋪路；1990年4月《全國人民代表大會》通過並頒布《香港特別行政區基本法》；1991年立法局首次引入直選議席，同年通過《香港人權法案條例》，人權保障寫入本地法例。他亦推動房屋、教育與福利改革，並在任內落實多項跨越九七嘅大型基建規劃，1992年7月離任。全長78公里、橫跨新界與港島嘅衛奕信徑以他命名。

David Wilson (born 1935), a diplomat and sinologist who had been Britain's chief representative on the Sino-British Joint Liaison Group, became Governor in April 1987. He oversaw implementation of the Joint Declaration's transitional arrangements, including the new airport and port strategy (the 'Rose Garden Project'), major infrastructure and the convergence of constitutional arrangements; in April 1990 the National People's Congress adopted and promulgated the Basic Law of the Hong Kong Special Administrative Region; in 1991 the Legislative Council introduced its first directly elected seats and passed the Hong Kong Bill of Rights Ordinance, writing human rights protection into local law. He also advanced housing, education and welfare reform, leaving office in July 1992. The 78-kilometre Wilson Trail across the New Territories and Hong Kong Island is named after him.
