磯谷廉介(1886–1967)係日本陸軍中將,兵庫縣人,1886年9月3日出生,畢業於日本陸軍大學校,1930年代歷任軍中要職,1938年曾率第10師團參與徐州會戰,包括台兒莊一役。日軍1941年12月25日佔領香港後,先由軍政廳(酒井隆等)管治;1942年2月20日改設總督部,磯谷出任香港佔領地首任總督,總部設於中環。他任內推行軍政統治:發行軍票取代港幣、實施米糧配給、管制物資與言論,並以「歸鄉政策」強制遣返大量居民,令香港人口由戰前約一百六十萬大幅下降至戰後約六十萬;他亦推行日語教育與改名制度,把香港街道、建築改以日式名稱。1944年12月他離任調往台灣,香港佔領地總督其後由田中久一接任。戰後他被南京軍事法庭作為戰犯起訴審判。1967年6月6日逝世。

Rennosuke Isogai (1886–1967) was a lieutenant general of the Imperial Japanese Army, born in Hyogo Prefecture on 3 September 1886 and a graduate of the Army War College. He held senior command posts in the 1930s and in 1938 led the 10th Division in the Battle of Xuzhou, including the fighting at Taierzhuang. After Japan seized Hong Kong on 25 December 1941 the colony was first run by a military administration under Takashi Sakai; on 20 February 1942 a Governor's Office was established and Isogai became the first Governor of occupied Hong Kong, with its headquarters in Central. His rule was military government in the fullest sense: military scrip replaced the Hong Kong dollar, rice was rationed, goods and expression were controlled, Japanese-language education was imposed, streets and buildings were renamed in Japanese style, and a repatriation policy deported large numbers of residents, cutting the population from about 1.6 million before the war to roughly 600,000 afterwards. In December 1944 he was transferred to Taiwan, Hisakazu Tanaka succeeding him as governor. After the war he was prosecuted as a war criminal by the Nanjing military tribunal; he died on 6 June 1967.

On 20 February the Governor's Office of occupied Hong Kong was established with Isogai as its first head, headquartered in Central and taking over the territory's administration.

推行軍票、米糧配給、物資與言論管制,並以歸鄉政策強制遣返居民,人口由約160萬銳減至戰後約60萬。

Military scrip, rice rationing and controls on goods and speech were imposed, and repatriation policies forcibly removed residents, cutting the population from about 1.6 million to roughly 600,000.

12月離任,總督部改由田中久一接手;三年零八個月日治歲月令香港民生、人口與經濟元氣大傷。

He left in December and Tanaka Hisaichi took over; the three years and eight months of occupation left Hong Kong's livelihood, population and economy gravely weakened.
