勞動人口指 15 歲及以上陸上非住院人口中，符合就業或失業定義的人；住院人士及水上居民不包括在內。政府統計處《香港統計數字一覽2026年版》主要指標寫 3 811.3 千人；分表進位為 3 811 千人；香港政府一站通寫 381.1 萬。本站採用主要指標的 3 811.3 千人，並註明進位差異。 2025 年失業率 3.7%，失業人數 139 000；就業不足率 1.5%，就業不足 56 000 人。失業與就業不足不可加總當成「沒有全職工作的人數」。 公務員是按公務員聘用條件受僱的人員，2025 年年底 170 600 人。不包括廉政公署人員、司法人員、駐香港以外地區的香港經濟貿易辦事處當地僱員，以及非公務員合約僱員。

The labour force is the land-based non-institutional population aged 15 and over who are employed or unemployed; inmates of institutions and people living on vessels are excluded. Hong Kong in Figures 2026 gives 3,811.3 thousand in the key-indicators table and 3,811 thousand in the detailed table; GovHK rounds to 3.811 million. This site uses 3,811.3 thousand and records the rounding. The 2025 unemployment rate was 3.7% (139,000 people). The underemployment rate was 1.5% (56,000). The two series must not be added as a “not in full-time work” total. Civil servants are persons employed on civil service terms: 170,600 at end-2025. The count excludes ICAC officers, judicial officers, locally engaged staff in Hong Kong Economic and Trade Offices outside Hong Kong, and Non-Civil Service Contract staff.
