1878年5月7日，軒尼詩以港督身分捐出5000銀圓；梁安為華商，在香港及南洋籌得約30,000兩，用於救助同年華北的大旱與饑荒。
On 7 May 1878, Hennessy donated 5,000 silver dollars as Governor, and Leung On, a Chinese merchant, raised about 30,000 taels in Hong Kong and Nanyang to relieve the great drought and famine in North China that year.

清光緒帝御賜「神威普佑」匾額予東華醫院，表揚該院在1875年至1878年「丁戊奇荒」中，向各省災民捐助約66.5萬元。
The Guangxu Emperor of the Qing dynasty bestowed the plaque "神威普佑" on Tung Wah Hospital in recognition of its donation of about $665,000 to relief for disaster victims in various provinces during the Great Famine of 1875 to 1878.

1880年5月17日，港督軒尼詩批准香港保良局成立；至1882年8月5日，一條相關條例頒布。該局成立之初，辦公地方借自東華醫院，職能涵蓋保護無依婦孺、防止誘拐，並協助撫華道排解華人家庭及婚姻糾紛。
On 17 May 1880, Governor Hennessy approved the establishment of the Po Leung Kuk in Hong Kong; by 5 August 1882, a related ordinance was enacted. At its inception, the Kuk borrowed office space from the Tung Wah Hospital, and its functions covered protecting defenceless women and children, preventing kidnapping, and assisting the Protector of Chinese in mediating Chinese family and marriage disputes.
